　　On the morning of November 7, 2017, Du Jiahao, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, visited Hunan Xiangtou Holding Group Co., Ltd. to conduct a special investigation on the reform and development of state-owned enterprises in the province. Secretary Du Jiahao emphasized the need to thoroughly study and implement the spirit of the 19th National Congress of the Communist Party of China, unswervingly strengthen and improve the Party's leadership over state-owned enterprises, continuously deepen reforms, adhere to the principle of "doing what we should do and not doing what we shouldn't," and promote the continuous growth and strengthening of enterprises.

　　

 

　　Xie Jianhui, Secretary-General of the Provincial Party Committee; Zhang Jianfei, Vice Governor; and relevant responsible persons from the Provincial Development and Reform Commission, Provincial Science and Technology Department, Provincial Economic and Information Commission, Provincial Department of Finance, Provincial State-owned Assets Supervision and Administration Commission, Provincial Party Committee Organization Department, Provincial Party Committee Policy Research Office, and Provincial Party Committee Supervision Office accompanied the investigation. Deng Junmin, Secretary of the Party Committee and Chairman of the Group Company; Li Yu, General Manager; company leaders, executives, and main persons in charge of various departments participated in the investigation.

　　During his investigation at Xiangtou Jinting Titanium Company, Secretary Du Jiahao inquired in detail about product research and development, application fields, and market sales. Secretary Du Jiahao said: "The titanium industry has a very broad development prospect and a huge market. With the upgrading of consumption, we should not only focus on special industries such as military industry, but also further expand to civilian products, achieving synchronous development of military and civilian products."

　　

 

　　After listening to the report from Xiangtou Holding Group, Secretary Du Jiahao said: "Studying, publicizing, and implementing the spirit of the 19th National Congress of the Communist Party of China is the primary political task and top priority for the current period and the future. It is closely related to every locality, every enterprise, and every individual. We must carefully organize learning and publicity activities, promoting the spirit of the 19th National Congress into enterprises, workshops, teams, and families, helping everyone to connect with their own realities, find common ground, and enhance confidence in development."

　　Secretary Du Jiahao pointed out that over the past 25 years, Xiangtou Holding Group has made positive contributions to the economic and social development of the province. It should further summarize its experience, carry forward its achievements, leverage its advantages, overcome challenges, continuously grow and strengthen, and play a leading and exemplary role among state-owned enterprises in the province. We must unswervingly strengthen and improve the Party's leadership over state-owned enterprises, focusing on strengthening Party building leadership, enhancing a sense of responsibility and mission, giving full play to the leading core and political core role of the Party organization, integrating the adherence to Party leadership and strengthening Party building into the entire process of enterprise reform and development, and better combining it with adhering to the direction of socialist market economy reform and development and the modern enterprise management system to continuously stimulate the vitality of enterprise development.

　　Secretary Du Jiahao emphasized the need to persist in deepening the reform of state-owned enterprises, focusing on serving the real economy and focusing on the main business, and making greater contributions in implementing the "innovation-led, development-driven" strategy. We must adhere to the principle of "doing what we should do and not doing what we shouldn't," further identify directions and positioning, use our minds and efforts, seize opportunities, leverage our strengths and avoid weaknesses, consolidate our foundations, comprehensively promote traditional and emerging industries, and achieve better and more excellent development. The key to whether an enterprise is well-run lies in its leadership team. We must strengthen the leadership team and workforce of state-owned enterprises, strengthen supervision, continue to conduct inspections of state-owned enterprises, increase audit supervision efforts, and effectively play the role of the supervisory board of state-owned enterprises.
